The Mathematical Dynamic
Under the new rules:
- Valid Bidding Window: Any bid below 70% (more than 30% discount) or above 100% (above estimated cost) is automatically disqualified.
- Qualified Bidders Zone: All qualified bids must fall strictly within the 70% to 100% range of the estimated cost.
- Winning Metric: The winner is the qualified bidder whose bid is closest to the Arithmetic Mean (Average) of all qualified bids.
Why the 82.5% – 87.5% Range Works
-
Theoretical Center (85%): The exact midpoint of the qualified range $[70\%, 100\%]$ is 85%. If qualified bids are uniformly distributed across the entire valid spectrum, the expected average will naturally converge around 85%.Competitor Behavior (82.5% – 85%): Because Nepalese contractors historically bid aggressively, most valid bids tend to cluster closer to the lower allowable threshold ($70\% – 85\%$) rather than the upper limit ($90\% – 100\%$). This pulls the collective average slightly below the theoretical midpoint, typically anchoring it around 82.5% to 85%.
Recommended Strategic Bidding Ranges
| Competitor Landscape Profile | Expected Distribution of Qualified Bids | Optimal Target Bid (% of Estimate) |
| Aggressive Competition (Many contractors trying to price as low as legally allowed) | Most valid bids land between $70\%$ and $80\%$ | 78% – 82% |
| Balanced / Standard Field (Evenly distributed realistic bids) | Valid bids spread evenly between $70\%$ and $100\%$ | 82.5% – 85.5% |
| Conservative / Specialized Work (Few bidders, high technical requirements) | Valid bids cluster higher between $85\%$ and $100\%$ | 87.5% – 92.5% |
Key Bidding Guidelines
- Avoid Over-Discounting: Do not quote below 70.01%. Any bid at or under $70\%$ is automatically rejected and will not contribute to the mean calculation.
- Avoid Full Estimate Bids: Quoting at or near 100% puts you at high risk of being an outlier, as it significantly pulls away from the expected cluster mean.
- Assess Peer Behavior: In popular general civil works tenders, expect heavy competition near the lower boundary ($70\%-80\%$). Adjust your target down toward 80% – 83% for these high-volume tenders.
